경기도가 이주민 포용정책의 새로운 지평을 열었습니다. Gyeonggi Province has opened new horizons for immigrant inclusion policies. 2024년 7월, 전국 최초로 '이민사회국'을 신설하며 급증하는 이주민 인구와 다문화 사회 흐름에 선제적으로 대응해 온 경기도가 어느덧 출범 1주년을 맞았습니다. In July 2024, Gyeonggi Province, which has been proactively responding to the surging immigrant population and multicultural societal trends by establishing the nation's first 'Immigration and Social Affairs Bureau,' has now reached its first anniversary. 기존에는 노동국 산하의 단일 부서에 불과했던 외국인 정책 기능이 이제는 국 단위에서 종합적이고 체계적인 정책 대응이 가능해졌습니다. Whereas foreign policy functions were previously limited to a single department under the Labor Bureau, comprehensive and systematic policy responses are now possible at the bureau level.
김예화 경기도 이민사회정책과 주무관은 "작년 7월 18일, 경기도 북부청사에 '이민사회국'이 신설됐고, 아래에 '이민사회정책과'와 '이민사회지원과' 두 개 부서가 있다. Kim Ye-hwa, an officer in Gyeonggi Province's Immigration and Social Policy Division, explained, "On July 18 last year, the 'Immigration and Social Affairs Bureau' was newly established at the Gyeonggi Provincial Government's Northern Office, with two subordinate departments: the 'Immigration and Social Policy Division' and the 'Immigration and Social Support Division.' 이는 광역지자체 최초의 이민정책 전담 국 단위 조직"이라고 설명했습니다. 경기도에는 현재 등록 외국인 약 81만 명을 포함, 미등록자까지 합하면 100만 명에 이르는 이주민이 거주하고 있습니다. In Gyeonggi Province, there are currently approximately 810,000 registered foreigners, and including undocumented individuals, the total number of immigrants residing is estimated to reach 1 million. 이에 도는 포용사회 실현을 목표로 '경기도 이민사회 종합계획(2025~2027년)'을 수립하고, 사회통합, 인권보장, 이민정책, 거버넌스 등 4개 분야 33개 과제를 제시했습니다. Therefore, with the goal of realizing an inclusive society, the province has established the 'Gyeonggi Province Comprehensive Immigration and Social Plan (2025-2027)' and presented 33 tasks in four areas: social integration, human rights protection, immigration policy, and governance.
확대된 지원 인프라: 경기도이민사회통합지원센터 (Expanded Support Infrastructure: Gyeonggi Immigration & Social Integration Support Center)
올해 7월 의정부에 문을 연 '경기도이민사회통합지원센터'는 기존 안산 외국인인권지원센터의 기능을 대폭 확대·개편한 기관입니다. The 'Gyeonggi Immigration and Social Integration Support Center,' which opened in Uijeongbu this July, is an organization that has significantly expanded and reorganized the functions of the existing Ansan Foreigner Human Rights Support Center. 사무공간은 14배 이상 넓어졌고, 운영 인력도 7명에서 18명으로 늘어났습니다. Its office space has expanded more than 14 times, and its operational staff has increased from 7 to 18. 10개 언어의 다국어 상담 서비스가 도입되어 법률, 노무, 생활정보 등 맞춤형 지원이 제공됩니다. Multilingual counseling services in 10 languages have been introduced, providing customized support for legal, labor, and living information. 지난해에는 교육과 생활상담만 1만 건이 넘었습니다. Last year, educational and lifestyle counseling alone exceeded 10,000 cases.

다각적인 이주민 지원 정책 (Multifaceted Support Policies for Immigrants)
경기도는 이주민 정보 접근성 강화를 위해 다국어 '이주민 포털' 시스템을 2026년까지 구축할 계획입니다. Gyeonggi Province plans to establish a multilingual 'Immigrant Portal' system by 2026 to enhance immigrants' access to information. 이 플랫폼은 체류·생활 정보뿐만 아니라 국가별 커뮤니티 기능도 제공할 예정입니다. This platform will provide not only residency and living information but also country-specific community functions.
이주노동자 지원도 확대됩니다. Support for migrant workers is also being expanded. 도는 노후 쉼터 15곳 리모델링을 지원하고, 제조업체 작업장에는 환경개선비를 지원합니다. The province supports the remodeling of 15 old shelters and provides environmental improvement costs for manufacturing workplaces. '행복일터' 지정으로 안전 점검을 진행하며, 열악한 숙소에 대한 TF도 운영 중입니다. Safety inspections are conducted through the designation of 'Happy Workplaces,' and a task force for substandard accommodation is also in operation. 특히, '경기도형 E-7 광역비자' 제도를 도입하여 첨단 ICT와 요양 등 분야에서 전국 쿼터의 절반 이상을 배정받았습니다. Notably, the 'Gyeonggi-type E-7 Regional Visa' system has been introduced, allocating over half of the national quota in fields such as advanced ICT and elder care.
아동 정책도 강화되어 전국 최초로 2037명 이주민 자녀에게 취학 안내장을 발송하고, 미등록 아동 체류 연장 등 제도개선을 건의했습니다. Child policies have also been strengthened, with the nation's first issuance of school enrollment guides to 2,037 immigrant children, and proposals for institutional improvements such as extending stays for undocumented children. '공적 확인제도'도 도입하여 기본권 보장에 힘쓰고 있습니다. A 'public verification system' has also been introduced to strengthen the guarantee of fundamental rights.
외국인 주민을 위한 EMS 요금 할인, 폭력 피해 이주여성을 위한 전문상담센터 설립, 이주민과 선주민이 함께하는 통합축제 등 다양한 정책이 추진되고 있습니다. Various policies are being promoted, including EMS fee discounts for foreign residents, the establishment of specialized counseling centers for immigrant women who are victims of violence, and integrated festivals where immigrants and existing residents can participate together. 외국인 유학생 유치 및 정착 지원 강화를 위한 조례 제정 및 전담센터 설립도 추진 중입니다.
