강릉시, 외국인 계절근로자 확대로 농촌 인력난 해소
강원 강릉시가 최근 농업분야 외국인 계절근로자의 확대 추세에 따라 근로자들의 안정적인 정착을 위해 다방면의 노력을 기울이고 있다.
Gangneung City, Gangwon Province, is making diverse efforts to ensure the stable settlement of foreign seasonal workers, following the recent trend of expanding their numbers in the agricultural sector.
9일 강릉시에 따르면 시는 출생·고령화, 농촌 청년 인구 유출에 따른 지방소멸 위기 대응 차원에서 지난 2021년 49명의 외국인 계절근로자를 도입했다. 이후 매년 수요인원이 증가하면서 지난해 기준 총 130명의 외국인 계절근로자가 입국해 시설원예, 과수, 무·배추 등을 재배하는 농가에 소속돼 근로하고 있다.
According to Gangneung City on the 9th, the city introduced 49 foreign seasonal workers in 2021 as a measure to counter the crisis of rural 소멸 (extinction) due to declining birthrates, an aging population, and the outflow of young people from rural areas. Since then, the demand has increased annually, with a total of 130 foreign seasonal workers entering the country as of last year, working for farms that cultivate facility horticulture, fruit trees, radishes, and cabbage.
또한 시는 2025년 공공형 농촌인력중개센터 국비 공모사업에 선정되었으며 올해 초에는 계절근로 우수지자체로 선발돼 배정인원 확대, 농업관련 서류면제 등의 인센티브를 부여받았다.
Furthermore, the city was selected for the 2025 public rural labor brokerage center national funding project and, earlier this year, was chosen as an 우수지자체 (excellent local government) for seasonal workers, receiving incentives such as an increase in allocated personnel and exemption from agriculture-related documentation.
특히 시는 외국인 계절근로자 확대에 따라 다양한 복지 지원책 마련에 나서고 있다. 우선 외국인 계절근로자의 지역문화체험의 일환으로 단오 길놀이행사 참여를 비롯해 지역 내 강원FC 축구경기 관람, 바자회 행사, 관광지 탐방 등의 프로그램을 진행하고 있다.

Firstly, as part of regional cultural experiences for foreign seasonal workers, programs such as participation in the Dano street parade, watching Gangwon FC soccer matches within the region, bazaar events, and tourist site visits are being conducted.
의료복지 사각지대에 놓인 계절근로자들을 위해 지난해 유관기관과 업무협약을 맺고 강릉의료원을 통해 긴급처치비, 마약검사비 등 의료비를 지원하고 있다. 이와 함께 숙소 생활개선사업을 통한 도배·장판, 생필품, 방역 지원 등의 다양한 혜택을 제공하고 있다.
To assist seasonal workers in the medical welfare 사각지대 (blind spot), the city signed an agreement with relevant institutions last year to provide medical expenses such as emergency treatment and drug test fees through Gangneung Medical Center.
