New Career Opportunity: Training for Foreign Caregivers Begins!
법무부와 보건복지부가 한국 내 돌봄 인력 확보를 위해 외국인 요양보호사 양성대학 제도를 본격 추진합니다. 전국 13개 광역단체에서 24개 대학이 최종 선정되었으며, 내년부터 2027년까지 2년간 유학생 전담 학위과정을 운영하게 됩니다.
The Ministry of Justice and the Ministry of Health and Welfare are officially launching a program to train foreign caregivers to secure the domestic caregiving workforce. A total of 24 universities across 13 major metropolitan areas were selected to operate a dedicated degree program for international students for two years, starting next year until 2027.

- 서울/Seoul: 명지전문대, 삼육보건대 (Myongji College, Sahmyook Health University College)
- 부산/Busan: 경남정보대, 동의과학대 (Gyeongnam Information University, Dongeui University of Science)
- 인천/Incheon: 경인여대 (Kyungin Women's University)
- 광주/Gwangju: 서영대, 호남대 (Seoyeong University, Honam University)
- 울산/Ulsan: 울산과학대, 춘해보건대 (Ulsan College, Chunhae College of Health Sciences)
- 경기/Gyeonggi: 서정대, 동남보건대 (Seojeong University, Dongnam Health College)
- 충북/Chungbuk: 충북보건과학대, 강동대 (Chungbuk Health & Science University, Gangdong College)
- 충남/Chungnam: 신성대, 백석대 (Shinsung College, Baekseok University)
- 전북/Jeonbuk: 원광보건대, 군장대 (Wonkwang Health Science University, Kunjang University College)
- 전남/Jeonnam: 목포과학대, 청암대 (Mokpo Science University, Cheongam University)
- 경북/Gyeongbuk: 호산대, 경운대 (Hosand University, Kyungwoon University)
- 경남/Gyeongnam: 마산대, 창신대 (Masan University, Changshin University)
- 제주/Jeju: 제주관광대 (Jeju Tourism University)
이 제도는 유학생 유치부터 교육, 자격증 취득, 취업까지 전 과정을 체계적으로 관리하며, 유학생에게 비자 발급 요건 완화 등 다양한 혜택을 제공합니다. 이는 한국의 고질적인 돌봄 인력난을 해소하는 데 크게 기여할 것으로 기대됩니다.
This program systematically manages the entire process from student recruitment to education, certification acquisition, and employment, offering various benefits to international students, such as relaxed visa issuance requirements. This is expected to greatly contribute to resolving Korea's chronic caregiving labor shortage.
한국어 어휘 및 표현 Korean Vocabulary & Expressions
1. 요양보호사/ [yo-yang-bo-ho-sa] (Noun)
- Meaning: Caregiver / Long-term care worker.
- Usage: A professional who assists elderly or sick people with daily activities. The word is a combination of 요양 (care) and 보호사 (protector/worker).
- Example: 요양보호사가 되기 위해 관련 학과에 입학했어요. (I enrolled in a related department to become a caregiver.)
2. 돌봄인력 / [dol-bom-in-ryeok] (Noun)
- Meaning: Caregiving workforce / Care staff.

3. 본격 추진하다 / [bon-gyeok-chu-jin-ha-da] (Verb Phrase)
- Meaning: To actively/officially push forward; to put into full swing.
- Usage: Used to describe the beginning of a plan or project in a full-scale manner.
- Example: 정부는 새로운 정책을 본격 추진하기로 결정했습니다. (The government decided to officially push forward with the new policy.)
양성대학들은 자체적으로 교육 성과를 점검하며, 시범사업 종료 후에는 정부의 성과평가를 거쳐 정식 사업 전환 여부가 결정될 예정입니다. 양 부처 장관들은 이 제도가 한국의 돌봄 인력난 해소에 기여할 것으로 기대하며, 지속적인 노력을 약속했습니다.
The universities will conduct their own evaluations, and after the pilot program ends, the government will conduct a performance evaluation to determine whether to transition it into a permanent program. Both ministers expressed their hope that the program will contribute to resolving Korea's caregiving labor shortage and promised ongoing efforts.
