고용노동부가 지방자치단체와 17일부터 한 달간 폭염에 취약한 고용허가제(E-9) 외국인 노동자가 일하는 농가를 대상으로 작업현장과 숙소에 대한 긴급 실태점검에 나선다.
The Ministry of Employment and Labor, together with local governments, will begin a month-long emergency inspection of the working conditions and accommodations of Employment Permit System (E-9) foreign workers vulnerable to heatwaves in agricultural areas, starting from the 17th.
이번 점검은 노동부 지방관서와 지자체가 함께 중앙·지방 합동점검팀을 구성해 실시한다.
This inspection will be conducted by a joint central-local government team composed of regional offices of the Ministry of Labor and local authorities.
노동부는 점검에 앞서 고용허가제 인력을 고용한 전체 농가를 대상으로 자가점검을 통한 자율 개선을 유도하고, 취약사업장 150곳에 대해서는 현장점검을 병행 실시한다. 자가점검 결과에 따라 필요시 점검 대상도 확대해 나갈 예정이다.
Prior to the inspection, the Ministry of Labor will encourage voluntary improvements through self-checks for all farms employing workers under the Employment Permit System, and will conduct on-site inspections at 150 vulnerable workplaces. The scope of the inspection may be expanded if necessary, based on the results of the self-checks.
합동점검팀은 17개 언어로 제작한 폭염안전 5대 기본수칙 등을 외국인 노동자와 사업주에 제공하고 현장 적용 여부를 확인한다.
The joint inspection team will provide foreign workers and business owners with the five basic safety rules for heatwaves, produced in 17 languages, and verify their application on-site.
특히 이날부터 개정 산업안전보건기준에 관한 규칙(안전보건규칙) 시행에 따라 체감온도 33도 이상 폭염시 ‘2시간마다 20분 이상의 휴식’이 의무화되는 만큼 강화된 작업운영 지침도 안내한다.
In particular, as the revised Rules on Occupational Safety and Health Standards (Safety and Health Rules) come into effect from this day, mandating 'a break of 20 minutes or more every 2 hours' during a heatwave with a sensory temperature of 33°C or higher, enhanced work operation guidelines will also be provided.
작업현장 내 그늘막과 국소 냉방장치 등 구비 여부를 점검하고 필요한 지원을 병행한다. 부족한 설비는 보완하도록 지도하고 필요시 현장에서 바로 ‘온열질환 예방물품 지원사업’에 신청할 수 있도록 안내한다.
They will check for the availability of shade and local cooling devices in the workplace and provide necessary support. Guidance will be given to supplement inadequate facilities, and if needed, assistance will be provided to apply for the 'Heat-related Illness Prevention Supplies Support Program' on the spot.
농가 숙소 관리실태도 점검한다. 지난 12일 전남 무안에서 발생한 외국인 노동자 숙소 화재사고 등 혹서기 가설건축물 화재 위험이 높아진 만큼 노후 숙소가 많은 농업 분야에서도 냉방시설·설비 상태와 함께 전기·소방시설 등을 점검할 예정이다.

Multilingual counselors (59 people in 27 locations) and interpreters (137 people in 42 locations) from the Ministry of Labor's regional offices will accompany the inspection. They plan to directly explain the heatwave safety rules to foreign workers in their native languages.
Vice Minister Kwon Chang-jun of the Ministry of Labor emphasized, “This emergency inspection is significant in that it is conducted in a community-focused manner with local governments who know the conditions of rural areas better than anyone,” and added, “We will make every policy effort to ensure that foreign workers, as valuable members and neighbors of our society, are respected and can live safely not only in their workplaces but also in their living quarters.”
